Board of Directors

Ellen Radcliff, LMFT
President
Ellen is the founder and president of Heart Set Above. She holds an MA in Counseling and serves as both a Licensed Marriage and Family Therapist (LMFT) and Licensed Clinical Mental Health Counselor (LCMHC). Ellen’s extensive experience includes work with individuals, couples, and families, specializing in matters of sex, sexuality, gender, communication, relationships, and faith.
Isabel Reynolds
Treasurer
Isabel Reynolds serves as the Treasurer for Heart Set Above, bringing over 25 years of ministry experience. She has a deep background in public health, and her dedication to service extends beyond her career to her role as a mother of four and grandmother of five. With 35 years of walking with God, Isabel has been a steady and faithful presence in her community, and she continues to use her experience to support Heart Set Above’s mission.
Kahalia Livingston, MSW
Secretary

Kahalia Livingston, MSW, serves as the Secretary for Heart Set Above. With a Master’s degree in Social Work, she has dedicated her career to serving others, first through her work with the Department of Social Services and now in the school system. A passionate foster parent and a devoted caretaker of her family, Kahalia’s heart for people shines through in all she does. She brings her dynamic energy and compassionate spirit to the Heart Set Above Board, helping to guide its mission with wisdom and love.

Laura Palmer
Board Member

Laura Palmer serves as a Board Member for Heart Set Above. As a Navy chaplain, she works closely with Marines, deploying alongside them to provide spiritual guidance, support, and a godly perspective in challenging circumstances. Laura has traveled the world, helping service members and their families navigate life’s complexities with a heart anchored in Christ. Her dedication to ministry and her commitment to service make her an invaluable asset to the Board.
